Points out that in Ordinance 1 of 1903 the Principal Civil Medical Officer is not given direct administrative control of the Sani- -tary Department; that the Sanitary Authori- -ty is vested in the Sanitary Board whose powers under the Ordinance can only be dele- -gated to the Medical Officer of Health or to a Select Committee of the Board.
Disciplinary powers over the Staff are vest- -ed in the Board and not in the President; and any disciplinary action taken by the President would require to be specially sanctioned by the Board.
The Principal Civil Medical Officer as
President would be liable to be over-ruled
by the Board, and in that case the Medical Officer of Health and Staff would have to
carry out the decision of the majority. Points out that the Sanitary Board could not be held responsible to Government for the control of the Staff and generally for the discharge of its duties.
Adds that he is not satisfied that it would
be possible for one Officer to control
effectively both the Medical and Sanitary
Departments.
Points out that administrative control of
the Staff has been delegated by the Board
to the Principal Civil Medical Officer and
Medical Officer of Health.
Agrees that the control should rest with
the Principal Civil Medical Officer and
